ETA: Ok, If you are still curious and haven't figured it out yet, notice this:there are 11 owls, that number is an important clue. Owl#4 has a looong striped scarf.

Final Edit: The little owls are correspond to teh iterations of Dr Who. Each owl is styled to look like one of The Doctors (hence #4, long scarf and #10'a spiky hair and big eyes). This pic delights me to no end.
